In relation to the speeding concerns on Ware Road in Hertford, the County Council currently has no plans to install a vehicle activated (VA) sign/s (LED illuminated warning sign) or additional 30mph repeater signs. In street lit areas the speed limit is signed only at the start and end; repeater signs are not installed along the length as the presence of a street lighting system confirms the speed limit. VA signs are generally considered as part of a package of measures only after the existing signing and lining has been reviewed and it's clear that amendments cannot fix the problem, recorded 85th percentile speeds (speed at which 85% of traffic travel at or below) exceed the Association of Chief of Police Officers (ACPO) thresholds (eg 35mph in a 30mph limit) and there have been at least 3 personal injury collisions relevant to the area in question, with at least 1 being attributable to speed. (For this section of Ware Road there have been 2 recorded personal injury collisions both of 'slight' severity over the latest 3 year period). Funding would need to be identified to carry out an investigation and determine whether the other criteria for installation of a VA sign is met. All of the Highways and Transport related schemes and initiatives carried out by the County Council are identified through a number of Local Transport Plans developed with consideration to Hertfordshire County Councils’ Corporate Plan. In summary, all schemes delivered through the Council's core funded programmes are prioritised on the basis of how they meet and contribute to the County Council's priorities as stated in its Corporate Plan and Local Transport Plan. The only exception are discretionary funded schemes which may be promoted by the Highways Joint Member Panel or the local County Councillor. Consequently, this concern has been added to the Council's list and will be ranked against these targets. The highest ranking schemes or requests will be put forward as candidates on an annual basis for funding, dependent on the available budget. Final programmes of work are then prepared and released to the public during March / April each year. This location has not been highlighted by the Hazardous Sites List, which is an annually produced report identifying a location or routes where there have been clusters of personal injury accidents. The ongoing recording of all injury accidents in Hertfordshire will, however, identify any deterioration in the accident situation should that occur.
