Community Risk Management Plan

Our plan outlines Hertfordshire Fire and Rescue Service’s vision for a safer and more resilient community where lives are protected, and individuals thrive.

The Community Risk Management Plan (CRMP) 2024-2028 includes the key risks and challenges facing Hertfordshire residents and sets out how we will use the resources we have to respond to them, coordinating our work to improve public safety and save lives.

The documents listed below give more detail about our Community Risk Management Plan and how we intend to deliver it:

His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS)

His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services,(HMICFRS), visited Hertfordshire in 2024 to inspect the work of the service over a 12 week period.

The inspection focused on 11 areas with a grade given for each. The five grading judgements are – outstanding, good, adequate, requires improvement and inadequate.

The Inspectorate made the following graded judgements for Hertfordshire Fire and Rescue Service:

Good

  • Responding to major and multi-agency incidents
  • Making the Fire and Rescue Service affordable now and in the future
  • Manging performance and developing leaders

Adequate

  • Understanding the risk of fire and other emergencies
  • Promoting the right values and culture
  • Ensuring fairness and promoting diversity

Requires Improvement

  • Protecting the public through fire regulation
  • Responding to fires and other emergencies
  • Making best use of resources
  • Getting the right people with the right skills

Inadequate

  • Preventing fires and other risks

The Service has acted quickly to address the Inadequate grade for preventing fires and other risks. The Action Plan below has been published addressing the work needing to be done which HMICFRS acknowledged, saying they were pleased that it clearly shows a strong commitment and willingness to address their concerns.

HMICFRS were pleased that the service has made progress since our 2022 inspection. The service has fixed the issue with risk information being accessible to crews and the service is progressing its estates improvement strategy, which will see much improved and inclusive facilities for all staff. The new Community Risk Management Plan (CRMP) is a considerable improvement on previous iterations, but it needs more time to become widely understood within the service.
