Conditions of Licence - Builders Skips on the Public Highway
Guidance notes and conditions of Licence

1. At least 5 working Days notice should be given between receipt of your completed application and the required date of the skip licence.
2. Permission will normally only be granted for skips to be sited on the carriageway, rather than the footway or verge, unless exceptional circumstances apply.
3. A charge will be made for each application, £48 for a licence up to 14 days, and an additional £25 for each additional 7-day period. This may be revised from time to time.
4. Applying for a skip licence does not guarantee that a skip licence will be issued. Skips will only be permitted on the highway if it is felt safe to do so.
The following conditions must be observed in respect of all skips on the public highway:

Each skip shall not exceed 5m in length and 2m in width.

Skips must be clearly marked with the owners name, address and telephone number and these must be kept clean and legible at all times.

The ends of each skip shall be painted yellow and there shall be attached vertically in each corner a strip of material so as to be visible to traffic. This must comply with the Builders’ Skip Marking Regulations 1984 and must have broad red and yellow reflective diagonal stripes, which must be kept clean at all times.

The skip must be lit and the lights maintained between half an hour before sunset and half an hour after sunrise. Lamps shall be placed against or suspended from each corner of the skip. Lights shall comply with the Traffic Signs Regulations andgeneral directions.

Where advised both ends of the skip shall be protected by at least four cones. These are to be placed in a tapering formation towards the skip, with the cone furthermost from the end of the skip at a distance not greater than 2.5m.

Where more than one skip is on the highway at one time, the skips shall be positioned as closely as possible to each other, but not so as to obstruct access to any premises unless the consent of the occupier of those premises has been obtained.

Each skip shall be positioned so as not to obstruct the access to any premises, unless done with the consent of the owner.

Skips are not to be positioned over gullies; fire hydrants, inspection valves or other covers and shall be placed approximately 150mm away from the kerb edge so that the surface water drainage is not impeded.

No skip shall be used in such a way that any of its contents fall onto the highway, or that there is an escape of dust from the contents of the skip when standing on the highway.

Skips shall not contain any flammable, explosive, corrosive, noxious materials or any material, which is likely to putrefy, damage, pollute the highway or become a nuisance to users of the highway.

Where permission is given for a builder’s skip to be positioned on a verge or a footway, wooden boards are to be placed underneath the skip to prevent damage to the verge or footway.

Each skip, when full, must be removed as soon as practicable and within two days of filling. When the licence expires, the skip must be removed immediately.

Skips must not be pushed or dragged along the carriageway. Cost for repairs to the highway will be borne by the applicant.

Applicants should inspect the highway before depositing a skip and report any damage to the Authority. Failure to do so will imply that the highway is in good order and you will be charged for repairs to any damage subsequently reported, including damage caused by the skip lorry.

The highway where the skip has been used shall be kept/maintained in a clean and tidy condition during the period of the licence.

Pedestrians must not be blocked or hindered by any ramps, planks or chutes used to assist loading of the skip.

Other conditions may apply and these may be determined by a site visit prior to a licence being issued. These conditions will be included on the licence conditions.
When the skip is to be deposited in a parking area which normally has a parking charge or resident parking. Permission must be sought from the parking office.
No skip shall remain on the highway pursuant to this permission after the period of this permission specified above has expired.
